It may feel like just yesterday since you PCS’d into Osan, or it may feel like it’s been an eternity. Either way, Team Osan’s got your back as you prepare for your next move. No two out-bound PCSs are the same and Team Osan members receive assignments at various periods in their assignments. While the information on this webpage is broken into typical time blocks, your PCS timeline may not line up with the typical timelines. We highly recommend reviewing all drop-downs on this page to ensure you check all of the blocks and PCS out with minimal issues. 180 Days

Family Member Medical Clearance & EFMP-M

The EFMP (Exceptional Family Member Program) is used to assess, document, and code the special education and medical needs of family members. For ALL members PCSing, EFMP-M uses MyVector to conduct the initial Family Member Travel Screening (FMTS) required to PCS.

If you do not have any dependents listed in DEERS, no action is needed.

All members will receive an automatic MyVector notification to create an account and fill out the Travel Screening Questionnaire (TSQ) 7-10 days after you receive you Assignment RIP. For members who already have a follow-on assignment, the system will automatically send you a link on your MyVector dashboard for your TSQ when you are within 8 months of your Report No Later Than Date (RNLTD). Members with dependents must complete the TSQ via MyVector before family member medical clearance can begin; if further screening is required you will be directed to do so in the system. Once the FMTS is initiated, send a screenshot to the 51 FSS Outbound Assignments or box.

Overseas PCS: Full FMTS is required.

-All dependents will require annual physicals dated within the last two years captured in their military medical records.

PCS Smooth Move

When: The last Tuesday of the month | 1:00 AM-2:00 PM

Where: The Base Theater

Mandatory for all First Term Airmen and accessions. Members must attend NLT 90 days prior to departure; however, we recommend you attend as soon as possible. This briefing is highly informative and will help guide you through the remainder of your out-processing.

Attendance at this briefing will also satisfy your VOP Federal Voting Assistance Program Requirements.

Orders

Upon receipt of your congratulatory email from 51 FSS Outbound Assignments, you will be able to access your AF Form 907, Relocation Preparation Checklist. 51 FSS Outbound Assignments will begin working your orders once you have turned in all required documents according to your assigned AF Form 907. You can access your assigned AF Form 907 on the Outbound SharePoint by downloading the ‘Osan PCS Relocation Guide’. All completed items should be emailed to the 51 FSS Outbound Assignments org box.

Note for personnel with follow-on assignments: AFPC cannot authenticate orders earlier than 180 days prior to your documented projected departure date.

90 Days

Dental

Call the Dental Clinic at 784.2108 or org box mdg.mbx.51dentalfrontdeskorgbox@health.mil to see if you have any appointment needs 60–90 days from your projected Final Out date.

Security Forces and PRP members will arrive to Dental 1-day prior to Final Out to pick up records.

Off-Base Housing

Personnel living off-base are required to provide at least 30 days of notice to your realtor indicating your intent to terminate your lease. Please use the Termination Notification Form (also available at the Housing Office or from your realtor). The termination notification can be delivered to your realtor via email or in-person at their office. Once you receive a finalized termination letter from your realtor, visit the Housing Office (walk-in hours are 1:00 PM-4:00 PM) or set up an appointment at DSN 784.1840 or 51CES.CEIHH.Housing@us.af.mil to have have your vMPF Out-Processing Checklist signed off. The Housing Office can only sign members off in vMPF upon receipt of the finalized termination letter! You’re encouraged to bring your hotel receipts with you so you can take care of your Temporary Lodging Allowance (TLA) reimbursement at the same time.

Military Family Housing (MFH)

Personnel living in MFH are required to provide at least 30 days’ notice to the Housing Office (90 days is preferred if possible) prior to move-out. Additionally, you will need to contact the Housing Office at DSN 784.1840 or 51CES.CEIHH.Housing@us.af.mil to schedule a Pre-Termination Inspection (it recommended to do this after HHG pick-up),Termination Inspection (same day as move-out), and FMO (loaner furniture) delivery/pick-up. PCS orders are not required to schedule these appointments. The Housing Office will sign you off in vMPF after you have passed your Termination Inspection. You will need to coordinate your move-out date with the Housing Office. Be advised that you are authorized 10 days of Temporary Lodging Allowance (government paid stay in lodging) prior to your PCS.

Equipment

If you are an Equipment Custodian, you do not want to be looking for missing equipment items as you get closer to your PCS date. Be sure you have your paperwork and inventory to conduct a smooth turn-over for your new Equipment Custodian. If you are not an equipment custodian, you will be automatically signed off in vMPF.

For Equipment Custodians, the following information needs to be emailed to 51lrs.equipment@us.af.mil:

  • New Commander’s Appointment Letter with new primary/alternate Equipment Custodians
  • New R14/R25 (Inventoried & Signed)
  • Training certificates for new Custodians

Vehicle Shipping

If you are planning to ship your vehicle to your next destination at government expense, we highly encouraged you begin the process 2–3 months prior from your PCS date.

Visit PCSmyPOV.com or contact the Camp Humphreys VPC (nearest to Osan AB) for information and specific guidance as to what you need to do to prepare your vehicle for shipping.

All vehicles MUST be deregistered 72 Hours BEFORE your Final Out appointment.

High School – Pacific Only

If you are moving within the Pacific Region and would like to enroll your high school child (grades 9-12) in DoDEA schools, you may start conditional enrollment. To complete the conditional enrollment process, visit the DoDEA Student Information System Family Portal and select “Request an Account.” A school representative will contact you within 7 business days of completion of the online conditional enrollment process. Personal Property

As soon as you have orders, initiate your Personal Property Movement: Visit Move.mil to begin creating your next move.

Input your shipment information into DPS, but DO NOT CLICK “Submit”! Print out the required forms and visit the Transportation Management Office at Bldg 635 (across the road from the Housing Office, next to CE Customer Service).

School Information

Active-duty members should have received an email from their new duty station’s School Liaison Program Manager outlining the relocation process. Start researching where you would like to enroll your children at the next duty station. Some states require you to send your children to a school based on location. If you have trouble identifying a school for your child to attend, please consult your gaining School Liaison Program Manager.

While this is not an extensive list, these are some types of schools you may want to explore at your new duty station:

  1. Public School: Government-funded schools that are open to all students within a designated geographic area.
  2. Private School: Schools that are independently funded and operated, often requiring tuition or fees for attendance.
  3. Charter School: Publicly funded schools that operate independently of the traditional public school system, often with a specific educational focus or philosophy.
  4. DoDEA School: Schools operated by the Department of Defense Education Activity, providing education for children of U.S. military service members and Department of Defense civilian employees stationed overseas and in the United States. These schools offer a standard American curriculum and aim to provide consistency in education for military families transitioning between duty stations.
  5. Magnet School: Public schools with specialized curricula or programs designed to attract students from diverse backgrounds.
  6. Religious School: Schools affiliated with a particular religious denomination, offering education with a religious focus alongside standard academic subjects.
  7. Homeschooling: Education provided at home by parents or tutors, allowing for personalized learning experiences tailored to the child’s needs.
  8. International School: Schools that offer an international curriculum, often catering to expatriate families or students seeking a global education.
  9. Montessori School: Schools that follow the educational approach developed by Maria Montessori, emphasizing self-directed learning, hands-on activities, and mixed-age classrooms.
  10. Online School: Virtual schools that offer online courses and instruction, allowing students to learn remotely from anywhere with an internet connection.
  11. Specialized Schools: Schools that cater to specific student populations or educational needs, such as gifted and talented programs, special education schools, or vocational schools.

DoDEA Schools:

Inform the local DoDEA school (OES or OMHS) of your upcoming move and the possible last day your child will be in school. The schools will begin preparing your child’s records.

Note: While many families like to enjoy a few weeks off school before moving to their next duty station, it’s often advisable to avoid missing too much school. If you plan to do this, consult with the school to determine cutoff dates for grades and how they can assist.

This includes any teacher documentation stating accommodations your child receives in the classroom without an IEP or 504 plan. Such documentation may be helpful if you decide to pursue an IEP or 504 plan at their next school.

Education Records

The Education Center will evaluate your records for missing grades, TA reimbursement, etc., 60 days prior to your projected departure date. Please take the appropriate corrective actions if staff indicates required actions. Your AFVEC record will be locked with a PCS Counseling Requirement once your assignment is in MilPDS. This PCS Counseling needs to be completed at your next Education Center.

45 Days

IT Asset User

If you are an Information Technology Equipment Custodian (ITEC), call DSN 784.1313 to begin your out-processing.

All Primary ITECS must begin their out-processing NLT 45 days prior to departure.

If you are not on an ITEC account, you will be automatically signed off in vMPF. If you are not, please call DSN 784.1313.

EFMP-FS

Q-coded Airmen must complete a Family Needs Assessment with the local EFMP Family Support (FS) Coordinator. Contact the Military and Family Readiness Center (M&FRC) EFMP-FS Coordinator at 51fss.fsh.efmp@us.af.mil to make an appointment to complete a Needs Assessment and Services Plan NLT 30 days prior to PCS.

NOTE: This step will be completed after you have completed the Family Member Travel Screening with EFMP Medical, which can be initiated through MyVector.

NOTE: Non Q-coded service members with dependents, send a screenshot of your approved Travel Screening Questionnaire (TSQ) to 51fss.fsh.efmp@us.af.mil.

NOTE: Single service members, please email EFMP-FS using the above contact info and indicate you do not have any dependents to be signed off in vMPF.

FMO

At least 30 days prior to your projected departure, contact the Housing Office at DSN 784.1840 or 51CES.CEIHH.Housing@us.af.mil schedule appointments to return your loaner appliances or obtain temporary furniture after your household goods are shipped.

30 Days

Federal Voting Assistance Program

You may satisfy this requirement by reviewing the Military Voter and UOCAVA tutorials at www.FVAP.gov. Once you have completed a website review, email the following statement to voteosan@us.af.mil stating you have reviewed the tutorial and request to be cleared in vMPF.

Attendance at the PCS Smooth Move brief will also satisfy this requirement.

LRS Supply Account Clearance

Members with LRS supply accounts, please email LRS Customer Service at 51lrs.customerservice@us.af.mil to close or turn-over your Bench-Stock Account. Your Block IIA Certificate of Training and Appointment Letter are required to complete your Bench-Stock turnover.

If you are an E-SS user/customer, call LRS Customer Service once you no longer require access.

All others will be signed off automatically once LRS verifies you have no pending 51 LRS Supply Actions.

IPE Turn-In

It’s time to turn in your IPE! NET30 days prior to departure You can turn them in during customer service hours on Mon-Wed & Fri: 8:00 AM-3:00 PM/ Thur:11:00 AM-3:00 PM, BLDG 837 (remove ALL tape from gear/wash Top/Bottom)

If members have had a dependent gas mask issued to them, they must return it their IPE.

IPE will provide member with a memorandum to take to Final-Out Appointment!

Removal From Meal Card

If you have been on a meal card at any time while stationed at Osan, please contact your unit’s Essential Station Messing (ESM) monitor to coordinate your stop date for ESM. The unit’s ESM monitor will contact 51fss.fsv.esm@us.af.mil NLT 10 days prior to members PDD to have member signed off on checklist.

Mental Health

Members who have NOT received Mental Health services will be automatically cleared. Call DSN 784.2148 to have all MH/FAP/ADAPT history reviewed for case closure and/or transfer of documentation.

Flight Medicine

Please go to the “Medical Clearance” Instruction tab located on MyIMR for full instructions.

E-mail the BOMC org box within 90 days of your projected departure date. Your e-mail MUST be UNENCRYPTED and include your Assignment RIP/Orders, Gaining Duty Station, RNLTD and P

To be signed off in vMPF, you must be GREEN in IMR until your RNLTD and your orders must be in VMPF.

Finance

Having your finances in order is extremely important prior to PCSing. To out-process Finance, please submit your projected departure date and orders via the CAC-Enabled Comptroller Services Portal (CSP) at https://csp.cce.af.mil/

For other issues, Finance walk-in hours are Monday – Friday from 9:00 AM-2:00 PM.

Base Library

You can contact the Library at 784.6611 to be out-processed within 30 days of your departure. Please make sure you have returned all items.

NOTE: You will not be able to checkout any items once you have been out-processed.

SIPR Token Return

SIPR Token holders must bring your SIPR Token to Bldg 949, RM 128, during our walk-in hours (Mon-Fri 9:00 AM-11:00 AM or 1:00 PM-4:00 PM).

If you do not have a SIPR Token/Account, please call the LRA Shop at DSN 784.2666, Option 2 to be signed off in vMPF.

Communications Security (COMSEC)

COMSEC Responsible Officers (CROs) & Secure Voice Responsible Officers (SVROs) must route a new CRO/SVRO Appointment Letter and conduct turnover utilizing the COMSEC Turnover and Out-Processing Checklist located on our CAC-Enabled SharePoint site here.

20 Days

Government Vehicle Licensing

You will receive an AF 2296 via the GOV Licensing Office to bring to your next base if you have a GMV/GOV license. If you don’t have a GMV/GOV license, then you will not receive an AF 2296.

If you are 15–20 days from your Final Out date and haven’t been signed off, please e-mail 51lrs.lgrddo@us.af.milor call DSN 784.4568.

TRICARE

All members require a face-to-face official benefits briefing with a TRICARE Beneficiary Service Representative.

Briefings occur on a walk-in basis, Mon-Fri 8:00 AM-5:00 PM. Check in at the TRICARE front desk and bring 1 copy of your orders to your briefing.

NOTE: You must have a confirmed departure date prior to out-processing!

15 Days

RAB Turn-in

If you have a Restricted Area Badge (RAB), bring that along with an AF Form 2586 (you can get this from your Unit Security Manager (USM)) to the Pass and Registration Office, Bldg. 765. If the AF Form 2586 is missing, a MFR must be accomplished explaining why. If the RAB is lost, immediately report to your USM to conduct the investigation and complete the Report of Investigation.

SDAP

If you are receiving Special Duty Assignment Pay (SDAP) related to your position at Osan, you MUST complete an AF Form 2096 and submit it to your unit’s CSS. SDAP will stop on the day you depart Osan AB.

14 Days

Passenger Travel

Your airline reservations will be made when you complete the PortCall worksheet. To complete a PortCall Request, visit our CAC-Enabled SharePoint. Ensure you upload your orders with all amendments and your SURF (if you have had a DEROS change).

Once complete, email your completed PortCall request, your orders with all amendments, and your SURF (if you have had a DEROS change) to 51lrs.lgrda@us.af.mil.

You must verify or change your reservation by phone/email. Airline tickets will be purchased 7 duty days prior to departure date. Changes to the reservation need to be made no later than 7 duty days prior to departure dates. Please visit our SharePoint for any additional information or to obtain travel documents.

Post Office

To ensure your mail is properly transitioned to a new mailing address, please bring a copy of your PCS orders to the Customer Service Window at the Post Office NLT 5 days prior to your departure. During this visit, you MUST also provide a forwarding address to the Post Office. Failure to do so may result in your mail being returned to the sender.

Customer Service Window hours are Monday – Friday, 10:00 AM-5:00 PM.

Debrief SSO/SSR

Members with TS/SCI Clearance must schedule and appointment with 7AF/SSO via the CAC-Enabled Sharepoint.

For members with SECRET Clearance or below, INA will automatically out-process you in vMPF.

10 Days

Flight/Jump Records

All aircrew and parachutists, email 51oss.harm@us.af.mil a copy of your orders and the date you anticipate you will be done flying/jumping. If you are aircrew, no need to stop by. Jumpers must visit the HARM Office, Bldg 1182 Rm 115, to collect JRF.

All non-aircrew will be cleared automatically.

Medical Records

NON PRP/FLYERS: Drop off ONE (1) copy of orders to 51 MDG Medical Records (Main Clinic Bldg 777) NLT 5 days prior to departure. All medical records (AD member and any dependents) will be mailed to your next location.

PRP/FLYERS: Report to the PRP/Flight Medicine and Dental Clinic NLT 3 days prior to your Final Out to drop off TWO (2) copies of orders. (Note: Your PCS orders will determine whether you will hand carry your medical records).

Schedule Dorm Out-Processing

Dorm residents are required to contact your designated ADL to set up your dorm out-processing appointment as soon as you know you base final-out and departure dates.

You are not authorized to stay in TLA until TMO has picked up your items and you have successfully passed the room inspection. You will NOT be cleared in vMPF until you have successfully passed your room inspection and taken the Clearance Letter to the Housing Office at Bldg 600. Outbound members are authorized up to 10 days of TLA.

Temporary Lodging Allowance (TLA)

Members are authorized up to ten (10) days of outbound TLA. TLA starts the day a family moves out of their unit and can be filed for reimbursement at the Housing Office any day prior to departure. The lodging receipt MUST reflect the full number of days in lodging.

7 Days

De-Registering Vehicles

Your vehicles MUST be sold, salvaged, or shipped. De-Registration requirements vary with each option.

If you are SELLING your vehicle, bring the complete USFK Form 20E Bill of Sale to Pass & Registration to complete your de-registration.

If you are SHIPPING your vehicle:

  • Ensure your registration does not expire before your DEROS.
  • Visit the Camp Humphreys Maude Hall One-Stop or the Pyeongtaek DMV to de-register your vehicle with the Korean government. You will need Korean Won to pay for de-registration and temporary plates.
  • On shipping day, turn-in the temporary plates to the Vehicle Processing Center and remove the USFK Registration Decal from the windshield. YOU WILL NEED TO TURN THE DECAL IN WHEN DE-REGISTERING WITH PASS & REGISTRATION!
  • Bring the following paperwork to Pass & Registration to complete USFK De-Registration:
    • USFK Form 32-E, Application for Cancellation of USFK Privately Owned Vehicle
    • Controlled USFK Registration Decal (Barcode Sticker)

If you are SALVAGING your vehicle, the salvage company will provide you with all required documentation. Bring these forms to Pass & Registration to complete de-registration.

If you plan to use a Power of Attorney, the POA MFR must be completed IAW OSANABI 31-218, para 3.6.4. The MFR must be signed by the first O-6 in your Chain of Command.

De-Registering Vehicles

If you are SALVAGING your vehicle, the salvage company will provide you with all required documentation. Bring these forms to Pass & Registration to complete de-registration.

If you plan to use a Power of Attorney, the POA MFR must be completed IAW OSANABI 31-218, para 3.6.4. The MFR must be signed by the first O-6 in your Chain of Command.

Schedule Final Out

Finals out are held EVERY Mon, Wed, and Fri 10:00 AM, bldg. 936, room 214 (Exceptions are made for Holidays and Down Day weeks).

  • Scheduled appt date must be No Earlier Than (NET) 1 duty day prior your PDD or confirmed itinerary.
    • Once member submit request, it will go to the assignment counselor for approval before appt is confirmed
    • Counselors will not confirm appt and appt will be denied if request is outside the 1 duty day window
  • Appointment must be scheduled NLT 7 days prior to your PDD.
  • 90% of required documents must be received NLT 7 duty days to keep your confirmed Final-out appointment.
  • Members must be in Uniform at time of appointment.

Note: It is the service member’s responsibility to request their final-out.

Dental

All members must bring a copy of your orders to the Dental Clinic NET 5 duty days prior to your MPF Final Out Appointment.

All PRP members must hand carry their records to their gaining base. Bring a copy of your orders to the Dental Clinic NET than 3 days prior to your Final Out Appointment.
