Welcome to the Osan Air Base Family Child Care (FCC) Program
What is Osan Family Child Care?
Family Child Care provides parents the opportunity to have their children cared for in a safe, developmentally appropriate home environment so parents can focus on the Air Force mission.
FCC providers operate independent, self-employed businesses and are able to offer full time, part-time, drop-in, expanded, and non-traditional hours care as they choose.
Working under contracts with parents, our licensed Family Child Care providers can offer small group, home-based care for 6 children aged 2 weeks to 12 years in a multi-age setting and under stringent training and safety standards.
What are the benefits of sending my child to Family Child Care?

How do I know my children will be well cared for in FCC homes?
Air Force Family Child Care providers undergo stringent education and certifications.
- Training in fire, health, safety, nutrition and playground safety
- Annual pre and re-certification inspections
- Certification in First Aid and CPR for children between 2 weeks and 12 years old
- Providers are trained like CDC providers
- Providers can work towards national accreditation through the National Association of Family Child Care and toward their Child Development Associates credential
- Background investigations occur for providers and family members over 12
- Monthly and annual unannounced inspections ensure oversight
- Certified trainers provide ongoing training and monthly opportunities to networks and share best practices
- Providers get assistance with preparing curriculum and developmentally appropriate activities
- Providers have access to a free lending library of high-quality books, toys, furniture, and more
- Parents are invited to participate in quarterly Parent Advisory Boards to advocate and advise for policies that impact their children

How do I become a Family Child Care provider?
- Complete the required forms and schedule a home interview
- Complete 24 hours of training on business practices, nutrition, fire, health, and safety
- Pass initial and safety inspections to ensure your home and certifications meet Air Force regulations
- Get recommended to the FCC panel for approval
- Receive your license from the MSG Commander
- Advertise your business

What are you waiting for?
Can I provide childcare on base without being an FCC provider?
No. AFI 34-144 requires individuals in family housing who provide child care in their home for more than 10 child care hours per week to be a licensed provider. A childcare hour is the number of hours times the number of children in care.
Each approved FCC home will have a license hanging in the home.
